The Jersey Flying Club give scholarships to youngsters but I assume it is only for residents. Of course you can get a residency there but on the basis that you need £2M to get one I suppose that would remove your eligability for scholarship!
Jerry Breen in Portugal does a microlight scholarship each year.
Edited as I have just read 'UK only'. so my contribution of interest but no use (as usual)

The Air League offer flying scholarships. I was lucky enough to get one some years ago. Have a look at http://www.airleague.co.uk/scholarships.html

I think the Navy and RAF still do their flying Scholarships and you don’t need to be in the cadets. I got a naval one and have never been a cadet.
The Naval one was 20 hours with no obligation to join the forces after. They also do gliding scholarships. Give you local careers office and ring but don’t say you NEVER wanna join the forces just say your “thinking about it!!”
