We've had those things around for a while now (Netherlands). I might be mistaken but the uniforms on those photos may be Dutch (don't meet them everyday I must admit :p ). Apart from these 'Garbage-can Radars' they've got small trailers as well. Parked innocently by the side of the road, but pass them too fast and you'll get the tell-tale flash. This ensures that those who break the limit by a small margin or to overtake slow traffic aren't automatically penalised (they still risk being stopped by the motorway police though). Sounds fair to me. Buried devices can WEIGH vehicle axles, and can also 'count' whether the vehicle has two, three, four or more axles, but I'm not sure that they can postively identify individual vehicles. Of course they COULD plot 'high speed vehicles' but I don't believe they can be certain that it is the SAME vehicle (unless the buried cables are 'continuous' (they have to be across the carriageway)). Are you suggesting that the cameras are 'switched off' except when alarmed by a speeder detected by the cables? What DOES exist (in the UK) are cameras that read the licence plate and can compute the speed between cameras. At present these are only legal for determining congestion and traffic jams (oh, and tracking 'wanted' vehicles - viz the recent shooting of the Bradford WPC). In France there is a govt website which actually gives all the positions of speedtraps in the country...can't find it at the moment but will post it ASAP.
