I have got a video in avi format but the overall sound is very quiet, even on full volume it's still on the quiet side. Is there any way to raise the overall volume of an avi?

Or is this a bloody stupid question highlighting my hopeless knowledge of all things techie? :}

there is a function in Premiere to lift all audio, and also in sound forge. I think they call it a normaliser.

However you will raise all the back ground noise that you dont want, as well as that what you do want.

The lesson in future get the mic, ( an off camera mic) as close as possible to the action. Use a directional mic, with wind cover.

You can raising the volume in Premiere like bumz said and then export the sound to a sound editor like audition and edit the levels of sound. but a few bg noise will still remain.
