Fdisk via USB connection?

I have a friend who wishes to Fdisk and reformat an old laptop drive which now resides in a USB connected external cradle using his 'new' laptop drive. W2000 SP4.

Q1) Can he do this?
Q2) Anything he needs to know?

Never managed to use FDISK or create a partition on a USB disk with Win2K or XP. Always ended up using the Diskpart (http://support.microsoft.com/default.aspx?scid=kb;en-us;300415) command line utility. Always worked.
