Pro-IFR at Boundary Bay in Vancouver has/had a good reputation. A fwe years now since I've been in touch with the Canadian scene, but you could try asking on the pprune 'Canada' forum, or go to http://www.avcanada.ca/ and seek the relevant forum there !!
BTW ...... I assume that is for a Canadian CPL etc as I don't knwo of any that do JAA training. That may have changed though !!
