Ticker Tape

On some websites there is a ticker tape effect usually at the bottom of the window. Most often it will give details of a latest offer or something of that ilk. Can anyone tell me if this is easy to put onto an existing site. Can I get some off the shelf package to do this on any site I may desgn?

I think most places use javascript, but you can do it with the Marquee (http://www.htmlcodetutorial.com/_MARQUEE.html) tag. This used to be fairly non-standard, but I think most things support it now.
