I think flyingdunky refers to Interpretative/Explanatory Material (IEM) which can be found along with Acceptable Means of Compliance (AMC) in Section 2 of each JAR.

Section 1 of the JARs is available online free of charge:
http://www.jaa.nl/section1/jars_toc.html
but as far as I know you have to pay a fee for the complete JAR.

Flyingdunky, which JAR are you interested in?
