I would aprpreciate any help about b737 MEL and FAA rules. More precisely what FAA says about MEL requirements.

Start with a look here (http://www.opspecs.com). You can subscribe to receive MMEL revision advice and the specific MMEL documents (eg B737 (http://www.opspecs.com/AFSDATA/MMELs/Final/transport/B-737%20R%2046/)) can be downloaded from the FAA website.
