Anyone know why a Dornier 228 (??) was circling Central London today at 11ish. ABout 1,500-2,000ft?? Caught it from my office window.

tom24 - there are a variety of reasons why a particular aircraft will 'circle' any particular spot. Some are simple, some are complex, and the topic keeps on coming up here, be it an Islander, Dornier or whatever. As HD says, some of the reasons are not for public discussion - it should NOT take too much guessing to work out why.

If you really want to know, start ringing likely candidates to ask, eg

Capital Radio
Photographic agencies
Pleasure flight companies
Police
MOD
CAA
etc etc.

I suspect your enquiries will be futile.
