Does anyone know if the wind information from the INS is given as degrees magnetic or true?

Magnetic unless you are in the polar regions where everything you are doing is referenced to true north.

The raw INS, IRU and IRS units all display wind as degrees true. The basic unit must have a data base to convert from true degrees. An FMC or FMGS is the usual way of adding the mag correction.

Position reports oceanic are degrees true.

You are quite correct. I was assuming that Navajo King was referring to what was readily displayed to the pilot from the INS data. In the aircraft I fly unless I delve deep into the FM it isn’t displayed to me. What I do get displayed to me is wind information on the Nav display in deg magnetic after it has been processed by the FM from the IRS.
