Can anyone recommend a good (preferably free) program to do this? I just want to extract a few tracks from some of my CDs and convert them into a format (like MP3) so that I can listen to them on my Pocket PC. Also is MP3 the most efficient format to convert them to (size wise)?

For simplicity you can't beat iTunes. It may not have all of the options of more advanced CD ripping programs, but it has everything the average person needs.

If you have a creative audigy soundcard then the software that comes with that will also do the trick.
Also Nero6 - its not free but you may already have it ! :ok:
