It seems that class B in America is clear of clouds and roughly the same visibility requirements as in Europe.

My question is whether it is the exact same in Europe or do you have to be above a cloud at least 1500 and such?

You must be clear of clouds in a Class B aerospace all the time.

In class C-D-E-F-G 1.500 meters horizontally and 300 meters vertically out of clouds.

Maybe stupid, but I'll go for it anyway:

What is clear of clouds?
No clouds in sight at all?

Clear of cloud means that you remain clear of any clouds, i.e. you do not fly through clouds.

VMC minima are generally described as ‘x’ ft vertically and ‘x’ metres horizontally clear, or just ‘clear’, meaning that you are permitted to fly right up to, but not into the cloud.

BTW: Asking a question is never stupid. If it is something you need to or want to know, then stupidity lies in remaining deliberately ignorant.
