Low cost european flying

I am looking for somewhere to build my hours at the lowest cost but want to remain in Europe. Has anybody been training in Europe but outside of the UK? I have been told that Spain is relitivly low cost but have not met anyone who has actually been.
Any suggestions / recomendations?
