Thought I'd move this answer so as not to stray off topic...
If more could fly IFR it would be a great way of raising income
There are provisions in the Eurocontrol charter for charging VFR flights - it is already done (I think, somebody will know) in Italy.
The main reason it is not done, and the 2 tonne cutoff was established, is billing limitations. Eurocontrol's computer and staff could not cope with the volume if we were
a) all charged for IFR
and/or
b) all charged for VFR
Let's face it, the system creaks as it is. Any attempt to widen the net would probably break it.
