Can anyone possibly give advise for the following :
What are the ICAO requirements for building a helipad on a private property....ie,measurements and equipment.
It is to be located in IBIZA(SPAIN).....any help is deeply appreciated.

From the British Helicopter Advisory Board's (BHAB) website (www.bhab.org), see:

ICAO Annex 14 Volume II Heliports and the ICAO Heliport Manual.

If you're only interested in private ops I think I'm correct in saying there are no requirements for the pad itself outside of the usual common sense ones regarding suitability for the aircraft, eg: sloping ground, illumination for night ops, etc.

I guess you should check the requirements set by the Spanish Civil Aviation Authority (DGAC) for the building of a private helipad at:
