Ryanair never actually said they'd start a Birmingham route (or any UK route), but they did make reference to a Copenhagen and Bratislava routes.
I'd say Shannon may be playing hardball and refusing to give any sort of deal on the routes for Ryanair so they won't start them.

The way we are talking on here you'd imagine FR were desperate to operate a raft of routes out of SNN, I simply don't believe that. They will want to make profit ultimately and there definitely is the opportunity to do so but ramming 189 pax onto a plane at £9.99 is is not profitable. The airport has a thin population and would do better attracting European tourists in . At a time when FR are tight for aircraft they will undoubtedly play this to their advantage, flirting with airports on possible routes. The reality is they can make much more money flying into say Germany or Italy than BHX-SNN. SNN basically drove EIR out, quite possibly gave into FR on the MAN route, and have lost a triple daily MAN, double daily BHX, BRS and EDI as a result, and I think they are far more sustainable, and suited to smaller aircraft than some of FR's previous ventures at SNN.

I'm not sure I can see how that would work for either Shannon or Stobart.
From Shannon's side, Stobart have shown that they will pull out whenever pressure is applied.
For Stobart, they've seen time and again that Ryanair will target them.
There should be enough airlines at Birmingham that there are other options.
Or perhaps they could talk to VLM, as their new services from Waterford don't seem to heavily utilize the aircraft, with only 3 short-hops a day, leaving plenty of scope for at least one other UK-Ireland service.

vlm would be fine but shannon needs to keep a certain level of passengers on the route. stobart could carry over 40000 with a twice daily atr 42/72 a vlm fokker 50 would certainly limit the potential of passenger numbers on the route if they flew daily its probably stobart air or no one until s16 id say

I honestly can't see Stobart opening a Scottish route. Maybe Flybe if they are persuaded. That's the only possibility I can think of.
They gave up Glasgow fairly sharpish, although that was in competition with EIR on EDI. They seem to be chopping and changing routes on a weekly basis ATM so a few incentives might tempt them.
