Truplans in Africa

Trying to get to the bottom of a small confusion.... Kenya has recently started not accepting Truplans when operating into a manned airport for less than 30 minutes or for a straight turn-around/fuel stop. It is now requiring than whenever an aircraft lands at a manned airport it HAS to file a new flight plan. Presumably this is to calculate fees rather than for Search & Rescue information....

This seems to be contrary to international procedures so I was wondering if anyone knew why? Or if this is a new regional trend?
