the company is real, however they have been talking about the BAE 146 for years. The plane arrived beginning of the year however has been plagued with paperwork issues as it is a lease so hasn't flown an hour in last 6 months. The management structure is non existent and the owner is a very dodgy arab. I think you would be wasting your time as even if they do get going they won't last long with the competition from fastjet and precision (of which both have some kind of management and adequate fleets).

Starbow, Accra, Ghana
Ghana, a former British colony, is in West Africa. It's people are friendly, the business climate is pro-foreign investment, and its ccities by regional standards, are well keept, with good security.
Starbow flies four BAe 146-200s, off the South African register, reflecting the origin of its owners. Regional capitals, as well as a few points within Ghana, are served. Presumably, the initial crew were ex-pats; can't tell if locals are in control now.
So, try your luck; it could be your season

BR, I get no love? I'll be in Accra next month and ask around for you. You know the deal with Afrika, you gotta show your face. Let me ask around. Are you a Skipper or left handed gear monkey?
