Unhappy AN12 crash, Lukapa 20JAN99

On Jan. 20, 1999 an Antonov AN12 S9-CAN overran on landing at Lukapa and nose u/c ended up in a deep ditch. No injuries but insurers wrote aircraft off (low value). The operator has been reported as 'Strela/Air Tropicana' and 'Antares Air'. Who was operator (AOC) and if 'Air Tropicana', who are they?
