As far as I'm concerned, Oman can purchase whatever they want. Politics trumps finance / capability all of the time. The statement that was called into question however was "Eurofighter Typhoon is the most advanced multi-role combat aircraft currently available on the world market". The statement is questionable at best.
Besides, it would seem that they have an each way bet, given they have a bunch of F-16 already in service.
