My post was regarding how they determine what the min RVR is required for the approach when the math doesn't exactly fit. I believe the OP was referring to it also.
From a planning point of view Ceiling is taken into account for NPA.
If you have a NPA and the minimums are as in my previous post, do you think you will see the runway? If you include a cloud base that will make it even more difficult.
Would you consider taking extra fuel?
