Transair had Brisbane CASA office in their back pocket and no other CASA office, ie Sydney or Cairns, could or would do anything, as Transair was under Brisbane's eye
The whole circus was wrapped up in red tape. Several Senior National Party members of the federal government at the time, including a Transport Minister, had knowledge of Transair's short comings well in advance of Lockhart River and did nothing but pass the buck! This is why it was covered up
