I suspect that depending on the occupant's requirements, the airport can put up partition walls to accommodate different floorspaces within the total floorspace available. Realistically there could be more than 2 units up for grabs, maybe 4 tops (?). A pub/restaurant for example would require a lot more space and therefore less units would be available overall.
