Yes £20 is very expensive for what is after all just a file that costs virtually nothing to duplicate and distribute, cost wise it can't be compared to a paper map
The data on the basemap belongs to Ordnance Survey and they charge handsomely for it, which is why Memory Map charts cost as much as they do.
I've always found MemoryMap very reasonable for what it does.
