This design of altimeter was re-engineered to remove the third small arrow because of accidents such as this due to mis-reading the altimeter.
The altimeters were re-engineered with the third small arrow ADDED to prevent misreading the atimeter by 10,000 ft especially for miltary jet aircraft. Later on they incorporated the rolling numbers.
