You are both correct.
The Bloomberg article, as published on Dec 13th, did contain the "Qatar Airways will not accept any more defects" quote (still visible in Google's cached version), but those words were subsequently removed when the page was updated the following day.
Pretty daft thing to say, anyway - Al Baker clearly doesn't expect the 787 (or any other aircraft in Qatar's fleet, come to that) to remain defect-free for its entire service life.
