I even heard a rumour that some airports were fully staffed but had no flights? And that some airports were staffed through the e.g winter when there were only summer flights. Also apparently there are a huge amount of 'major' airports in Spain all funded by the government (eu money) and under used. Not sure how true this is but either way it must have cost a fortune.
