In fairness - not all of the fault lies with 't Baron......most of it but not all.
rules for procurement -
1, Get someone who knows what they are talking about to write the spec.
2, keep the spec the same.
3, get a miser to go over the contract to make sure we are not getting skinned on it.
4, build it and equip it.
