Untrue!! A number of Indians are working in Africa........as pilots. One needs to be careful of people spreading disinformation.
About the treatment of Africans by the Indian Government. The Indian Government has arrangements with different African Governments for offering scholarships to African students for study in India. India also helps African countries in achieving their development goals unlike some other countries which colonized and exploited Africa and its people brutally.

In order to get a job in Botswana or Namibia, you really need to be there for more than 4 weeks, but neither of those countries will give Indian nationals more than a 30 day visa.
This is reciprocal, the Indian government won't give more than a 30 day visa to people from Botswana or Namibia. Until the governments join in lengthening the visa period, it will remain extremely difficult for Indian nationals to get hired in Botswana or Namibia.
This does not mean that there are no Indian pilots in Africa, nor does it mean that India does not do things to benefit Africans, it's all about the visas.
It is far easier for an Indian to get a job flying for an Indian company than a company in Botswana or Namibia.
Outside of Botswana and Namibia, the minimum hours jump to 1000 for almost every African nation.
So, in response to the original question, it is almost impossible for someone with only 250 hours from India to get a job flying in Africa. However, in India, several companies are hiring commercial pilots with 250 hours, so, it's better to try in India than Africa.
