It is indeed a Fairey Fox I. The aircraft in question is G-ACAS of Luxury Air Tours. This aircraft was flown with C.W.A. Scott's flying circus in 1933 by Flt Lt J B Pugh until it caught fire in the air and was burned out on landing at Littlehampton Sussex on July 14 1933.
The lady standing on the wheel is the Hon Mrs Victor Bruce.
