I guess most journos don't know when to use the word "strategy" in the first place ... but that's a neat gizmo he's got pictured there.

You all can do the math, but the following

"The SeaFox, which is controlled by a 3,000-foot fibre-optic cable is also used by the Royal Navy."
may give an indication of some of the limitations inherent in searching for and disabling mines over a large area.
