They mustn't be making enough money on the ATP scheme. Good business sense. Fleece people by charging them over the odds for their training (I mean why let people who've trained elsewhere join CTC). And then tie them into a slave labour contract and then kick them out after 500 hours to make way for the next bath of silver spooned teenagers ready to sped a serious amount of daddy's money.
