There are only a few routes for licence conversion into CAAS one.
For foreign licence holder without the 700hrs minimum requirement, basically, s/he will have to sit for all navigation and technical papers an
d a checkride.
Eventually, it will be a full CAAS licence issued.

So, to answer your question, yes, you are right! If that's the case, 700hrs requirement will not be applicable.
