Flight Radiotelephony Operator’s Licence

Hi MarkerInbound

Thanks for your input, it definitely sheds some light on the topic, I am still slightely confused though: Most ICAO license (Including JAR) have Flight Radiotelephony Operator’s Licence that go along with it allowing one to operate the radio, right? I thought that when flying out of the US Airspace, a pilot holding a US Certificate needed a FCC R/T Operator certificate, I guess I am wrong then right? So airliners don't need that do they?
Thanks a lot for helping out with this, I have to say that I don't find the Federal Communications Commissions website very user friendly.
