I'm sorry to disagree Eddie, but the operation of
all civil aircraft is perfectly black and white, (although the RAF has been known to occasionally use a bit of red ink
).
The operator has responsibility to
directly oversee every aspect of the operation, including any delegated or sub-contracted activities such as maintenance or continuing airworthiness management.
