Davey147, the agreement signed between Jet2 and Oxford involved Jet2 getting a discount on their recurrent sims in exchange for taking all their cadets from Oxford. The press release last February seemed pretty clear on this.

Oxford Aviation Academy (OAA) and UK low-fare airline Jet2.com have signed a five-year training agreement for the provision of full flight simulator (FFS) training.
As part of this Agreement, OAA will relocate a Boeing 737 Classic FFS to its Manchester Training Centre at Woodford, which is expected to be fully operational from August 2009. Jet2.com has six UK bases, including four in northern England, so the relocation of the simulator to Manchester will reduce crew training costs for the airline.
In addition to the simulator training contract, Jet2.com has agreed to source all future cadet pilots from Oxford’s ab initio pilot-training programme (APP). The APP First Officer training programme – carried out at Oxford Airport in the UK and Goodyear Airport in the USA – is a full-time course dedicated to training professional airline pilots for major airlines.
Never heard anything about a "2 year recruitment ban" either. They're not currently hiring at the moment, but there has been no mention of any specific timescale. PM is allegedly looking for new airframes as we speak - someone will have to fly them.
