Yup. That was the reason. Have even seen oil rigs up to a few hundred metres being towed past the approach path. In such cases, obviously landing on 20R is stopped and is continued on 20C. Then the rig holds short of 20C and landing on 20C is stopped and continued on 20R. Then the rig continues its journey.
Just wondering, do these barge captains have radio contact with Changi Tower ? Or is there a CAAS AES tug assisting them ?
