Actually, now is probably a very good time to be planning an airline launch with the intent of negotiating arrangements (there are some superb deals on aircraft our there at the moment, staff are easy to recruit and the airports are paying attention to say the least) with a mind to launch just as the market recovers (as it surely will), however this premise assumes that you are well funded to meet proper set-up costs and maintain them awaiting the revenue generation stage and that you have the industry/management skills/experience to do so.
However, it appears likely that this operation (assuming it is real) may not possess the requisit skill set.
