There seems to be alot of us in the same position at the moment. Last year I passed my CPL and went straight on and passed my IR and still having no luck with a job. If you have low hours an IR isn't making much difference at the moment and sadly I don't think things are going to change for the next 12 months. As already stated you need a plan B, I'm driving HGV 1 to pay for some more hours until things change.
Keep your chin up things will turn around sooner or later.
