Be careful quoting that statement.
As IO 540 said this has been done to death on this forum.

A short course of study.. The 18 hour limit is for vocational training.
Flight Training falls outside of vocational training.
USCIS indicate that Flight Training is considered differently - not surprising since 9/11.

If you are going for a CPL - then it would ruin your experience to be found without a visa and kicked out of the country.

Far better to be 100% sure and legal. In the grand scheme of things - getting a visa is hardly a showstopper.
