I believe that the 2011 deadline is not actually for SOs in HK, but rather for the freighter only FO employed under COS99. By 2011 the last of these guys (in a non gender orientated manner) will have finished their freighter-only commitment and had the chance to cross over to the pax fleet.
This is obviously only a 744 issue, and by keeping new joiner COS08 guys on the 744F only then bypass pay for COS99 freighter FOs will not be triggered.
Easy eh!
