Question FM IMMUNITY - THE IMPACT ON UK GA

Could someone advise me whether the UK CAA conducted a Regulatory Impact Assessment on the impact of not filing a difference to ICAO FM Immunity requirements? What cost estimate was assumed for an owner to make an existing privately-owned aircraft compliant with FMI? Did the Wise Ones at the CAA take into account the cost of replacing perfectly good VHF transceivers and VOR/ILS receivers with new 'FM immune' equipment? Or was it a case of the usual rubber-stamping of regulations without any thought for GA?
As it's an election year, perhaps it's time for another letter or several to Mullin?
