Therefore:-
The runway was resurfaced incorrectly.
The aircraft was serviced incorrectly.
The weather conditions were below the minima for that runway.
Air Traffic was at fault.
The pilot was at fault.
The Brasiliian authorities were at fault.
This always combines into a tragedy.
There is never just one reason or one person at fault ?
