General conditions for spanish atcos are probabily best one worldwide, but Im affraid no foreign people is being recruiting. Legally could be, but in fact no foreign people was elected till 1999. If you have fluent spanish level try to join "www.limaeco.net", right now a recruiting process is in progress so expect next one not before 2009.
