My point was nothing to do with whether these things are detrimental to your health but that individuals are given the the legal right to make important and life changing decisions at 18 (or even younger) and are thus considered to be legally "mature" enough to make such decisions. Howeve by raising the age of "consent" for smoking and drinking to 21 it is implicit that they are NOT capable of making that decision themesleves - don't you see that there is a failry heavy contradiction there??
