depends of the country LAW.
In Argentina you need to be citizen
In Chile they hire foreigns.
In Peru and Ecuador you need to be citizen
They used to hire foreigns in LAN Dominicana 3 or 4 years ago to fly in the hole LAN fleet, but I dont know now or if LAN Dominicana still exists.
