Further to my northern counterpart's comments re Photobucket: You don't need to download any additional software for resizing. It's all built into the interface.
There are a couple of ways to do it. There is an edit function above each photo with which you can resize.
Additionally, if you go to
account options, you can limit the maximum file size anywhere from 32kb to 1024kb. Easy!
