Is accommodation available to the general public? Can Joe or Jolene Bloggs walk up & buy a ticket from you for the flight?
If not, then it is not an RPT operation. That seems to be what you're asking from the conditions you've set.
As for 'commercial' operations, that broadens the options somewhat.
