Germany vfr not below 200ft agl ?

Jepp vfr charts carry a note suggesting Germany requires cross country vfr flights to be min 2000agl.

But if all their airspace except G has vmc minima of 300m below cloud, then it would appear that nobody flies legally XC in that country unless the cloud base is at least 3000ft.

Given typical N European Wx, not much flying going on there then, or I have missed something?
