From the outset, the developpers of the TCAS software ( The Mitre corporation in USA) said that in a 100 mathematical models of collisions in a computer, TCAS will not change anything in 67cases, avoid the colision in 32 and in one case will induce one. This mathematical study was accepted as such and the conclusion was that 32 avoided certain collisions were far better than only one and they accepted the logic. Here you are...nothing man-made is perfect..
